Must have the following in order to apply:
At least 5 years of experience managing 10 or more functional resources on state government modernization programs (Unemployment Insurance, Medicaid, Workers Compensation, Food Stamps, Department of Insurance, Health Care Reform, etc.)
Management Experience with all phases of an iterative Software Development Lifecycle Methodology
Been engaged with multi-year state government modernization programs in a management capacity
Experience facilitating/supporting design sessions, within an iterative SDLC in a management/lead capacity.
Experience leading JAD or Requirements Validation or SCRUM or Requirements Gathering sessions.
Knowledge of both project management and the software development lifecycle (SDLC) of development projects
Microsoft SQL server (2008/2012) and query knowledge
Proficient in MS Office to include: Word, Excel, Outlook, Power Point, and Project
Knowledge of relational databases and basic SQL query techniques
Experience interfacing with customers, internal managers and staff
Understand both federal and state laws that govern the programs and translate those requirements into a system are a must
Prior experience within the workforce development system with a solid knowledge of Department of Labor Employment and Training programs to include one or more of the following: Wagner-Peyser, Workforce Investment Act, Trade Adjustment Assistance
Understanding of Employment and Training programs related to day-to-day operations and federal reporting requirements
Understanding of multiple functional areas related to projects and the ability to identify and quantify business process improvements along with system improvements through the use of technology
Knowledge of the software development life cycle
Interpersonal and relationship management skills
Oral and written communication skills
Valid Florida driver’s license
Preferred Experience:
Bachelor’s Degree in business or related field, or equivalent experience preferred
Knowledge of Department of Labor Employment and Training programs is desired, to include one or more of the following examples Wagner-Peyser, Workforce Investment Act, Trade Adjustment Assistance, SNAP Employment and Training, Adult Education, Welfare Transition
Possess an understanding of application programming, database and system design
Understanding of Internet, Intranet, Extranet and client/server architectures
Ability to analyze system requirements relative to the base software functionality and configuration

Job Description:
This role will formulate and define system scopes and objectives based on both user needs and an understanding of business systems and industry requirements.

The ideal Business Analyst will possess Unemployment Insurance experience, with emphasis on Employment and Appeals systems Prior BA experience is desired, however, a qualified candidate has experience in operation programs along with performance responsibilities both at a Federal and State level will be considered. You will thrive both in an independent and team environment.

You will need to apply these skills in a variety of areas including, but not limited to, business analysis, requirements definition, building test plans, coordinating all resources and stakeholders, setting deadlines, assigning responsibilities, and monitoring, summarizing and communicating the progress of all assigned projects. You will work among a team of software Engineers, Developers, Project Managers and QA staff for support and collaboration of client specific deliverables.

Duties and Responsibilities:
Analyze current UI Modernization requirements and determine applicability to current initiative.
Coordinate and meet with clients and business leaders, as well as working with software architects and development teams to ensure that the direction, scope and dependencies are identified and documented
Analyze and document the current Appeals system
Solicit and document requirements for a new Appeals system
Translate business requirements into concise system requirements for use by the software architects and development teams
Testing of applications written to the design specifications written
Track data through the database as it relates to the application and when required federal reporting requirements
Review of all customer change orders, enhancement requests to UI System application components to determine feasibility, update requirements documents, and make recommendations regarding the implementation of the request modifications
Prepare presentations and conduct training sessions at the annual User’s Conference
